Located in a 3-story building adjacent to the Bell Mansion Senior Center and across from the Bellwood Home Town Market. All apartments are subsidized, which means that the tenants pay no more than 30% of their income as rent, including utilities. All units must be rented to persons of very low income.

All apartments are subsidized, which means that the tenants pay no more than 30% of their income as rent, including utilities. Very low income limits for 34 units and low income units for 16 units.

Emerald Estates
35 apartments for persons 62 years of age or older or handicapped/disabled, regardless of age. Located across from St. Demetrius Church in Gallitzin. Tenants whose incomes fall within Rural Housing Services' income limits for rental assistance will be required to pay only 30% of their income as rent (less a deduction for a utility allowance). Tenants pay their own electric bill.

IDA Tower
125 apartments (41 efficiency and 84 one-bedroom units) for those 62 and older and persons with disabilities. Located in a high-rise building at 12th Street and 11th Avenue in downtown Altoona. All rents include utilities. 75 of the apartments have rent subsidies which allow tenants to pay rent of no more than 30% of their adjusted gross income. Unsubsidized tenants pay 30% of their income as rent or the basic rent, whichever is greater.

IDACON
Included in this project are 8 apartments in various locations throughout the City of Altoona. Apartment sizes range from efficiencies to one, two, and three-bedroom units; and rents vary accordingly.
In addition, at The Taylor (1115 - 13th Avenue) and The Fairview (331 - 22nd Avenue), there are 23 efficiency and 29 one-bedroom apartments for those 62 and older and persons with disabilities. Rents at The Taylor and The Fairview are subsidized, which means that the tenants pay no more than 30% of their income as rent, including utilities except electricity.
